9. Key EU Exemptions – Revision List

  • Goods vehicles up to 3.5 tonnes PMW including trailer/semi-trailer.
  • Vehicles with maximum authorised speed not exceeding 40 km/h.
  • Vehicles used/controlled by armed services, civil defence, fire services and public-order forces.
  • Emergency/rescue vehicles, including non-commercial humanitarian aid.
  • Specialised medical vehicles.
  • Vehicles undergoing technical-development, repair or maintenance road tests; new/rebuilt vehicles not yet in service.
  • Specialised breakdown vehicles within 100 km of base.
  • Non-commercial carriage of goods up to 7.5 tonnes PMW.
  • Commercial vehicles with historic status.
  • UK national exemptions include certain sewerage, flood protection, utilities, road maintenance, refuse collection, telecoms/broadcasting, circus/funfair, milk collection, agricultural/forestry/fishery, animal carcass/waste, local live-animal transport, mobile project vehicles, qualifying postal, island, electric/gas, driving-instruction, steam, RNLI, tractor and hub-facility operations.
