1. Introduction

  • Two main sets of rules affect record keeping for goods vehicle drivers: EU Regulation 165/2014 (incorporated into UK law) and UK Domestic rules.
  • EU record-keeping rules apply to most goods vehicles over 3,500 kg permissible maximum weight (PMW), including trailers.
  • Domestic rules apply to goods vehicles not exceeding 3,500 kg PMW and vehicles specifically exempt from the EU rules.
  • Working Time Regulations also require employers to keep records demonstrating compliance with working-time and night-work limits.
  • When travelling abroad, drivers may be subject to EU/AETR record-keeping rules depending on the countries travelled to and through.
  • Since 2010, AETR record-keeping and drivers' hours requirements have been closely aligned with EU requirements.
