EU record-keeping rules apply to most goods vehicles with a PMW exceeding 3,500 kg.
When calculating the weight, any trailer being towed must be included.
A rigid vehicle exactly at 3,500 kg PMW is outside the EU record-keeping rules but can become subject to them if towing a trailer that takes the combination above 3,500 kg.
2.2 Vehicles exempted
Goods vehicles not exceeding 3,500 kg PMW are exempt.
Some vehicles above 3,500 kg are also specifically exempt.
EU-wide examples include police, fire and ambulance vehicles.
Specialised breakdown vehicles operating within 100 km of base.
Vehicles up to 7.5 tonnes PMW used for non-commercial carriage of personal goods.
UK-only exemptions include certain utility vehicles, door-to-door refuse vehicles and vehicles carrying live animals between farms and local markets within 100 km.
