• Pre-notification normally applies at locations where there are no customs control systems.
• Before leaving the UK, the driver must receive the customs documents needed to cross into the EU.
• The UK exporter completes UK export procedures and tells the driver if goods must be presented to a UK customs office.
• Permission to Progress (P2P) is given after the relevant export requirements are completed.
• If a physical check is required, goods go to a designated export place (DEP) or approved inland location; P2P follows completion of the checks.
• The exporter is responsible for informing the haulier about the P2P position for the job.
• Drivers must carry evidence that the UK combined customs and safety/security EXS declaration has been made.
• Drivers must also carry the relevant EU import documentation.

4.1 DOCUMENTS FOR EU BORDER AUTHORITIES

• The driver must have all reference numbers and documents required by the EU country being entered.
• The UK exporter, together with the customs agent/logistics provider, is responsible for ensuring the requirements are met.
• The exporter must confirm with the EU importer that required formalities, such as an import declaration, have been completed.
• The exporter must give clear instructions to the haulier and driver.
• Necessary documentation/information may include the EU import declaration MRN and hard copies of licences or certificates.
• EXS and relevant ENS safety/security requirements must be satisfied.
